
Narrated as a long and procerated report, the novel presents to us the memoir of Peter Hogarth, a cynical mathematician who works in the Nevada desert on a Pentagon project (codenamed "The Voice of the Master") devoted to deciphering a mysterious message from outer space.
When the project reaches a stalemate, Hogarth discovers, to his horror, that the unveiling of the supposed extraterrestrial message could lead to the construction of a 20th bomb. Hogarth then decides that such knowledge should not be allowed to fall into the hands of the military.
